Prof. Dr. Dr. Walter Blocher holds a doctorate in law and business informatics and is head of the Department of Civil Law, Corporate Law and Information Law at the University of Kassel, where he co-founded the Blockchain-Center.eu in 2016 as initiator and spokesperson of the DLT research group. He works in the areas of information law, copyright in the information society, legal issues of e-commerce, legal frameworks for consumer-friendly technology design and DLT. He declined professorships in intellectual property law at the University of Linz (2009) and legal informatics at the University of Graz (2010). He is CIO of the University of Kassel, Chairman of the Board of the DGRI (German Society for Law and Informatics), founding member of “bloxberg”, the scientific blockchain initiated by the Digital Library of the Max Planck Society, member of the Advisory Board for Digital Transformation of the AOK Nordost, Contributing Editor as well as Reviewer of “The Journal of the British Blockchain Association” and lecturer for e-commerce law at the University of Vienna. In November 2018, he was invited by the German Bundestag, Digital Agenda Committee, as an expert to the hearing on “Blockchain”. He can point to 7 publications (2 of which are in print) on the topic of DLT/Blockchain/Smart Contracts and approx. 50 lectures held on this topic.
